ORGANIZATIONAL CONTEXT
Angola is a resource-rich country that has made substantial economic and political progress since the end of civil war in 2002. With a new reform-oriented government, Angola now has a window of opportunity to begin a period of more inclusive and sustainable growth that supports equitable outcomes.
Apart from the humanitarian challenges that the country faces as the host of refugees and asylum-seekers, food insecurity and undernutrition remain serious public health problems, which are driven by a range of factors including poverty, limited dietary diversity, poor sanitation and hygiene conditions, and gender inequality.
WFP is working with the Government of Angola and a broad range of partners towards the achievement of Sustainable Development Goals (SDG) 2 (Zero Hunger) and 17 (Partnerships for the Goals).
JOB PURPOSE
Reporting to the Project Manager, the Pharmacist will ensure compliance of the project’s processes/procedures and tools in line with WHO good practices, national drug policy, international regulations and in accordance with WFP Health and Safety policies and procedures and good practices, for the management of Global Fund’s ‘in-Country’ Health Supply Chain (pharmaceutical products) for the Malaria, TB & HIV Programmes in Angola, inter alia:
KEY ACCOUNTABILITIES (not all-inclusive)
In coordination with WFP Supply Chain team, receive all health products arriving in the country to support the Global Fund programmes – Malaria, TB and HIV and provide the Reception Report.
Ensure the proper stock management of medicines and other health items, particularly stock management, temperature, and cold chain at the warehouse.
Ensure the management of expired/damaged drugs according to National health protocols.
In coordination with the operations coordinator, warehouse manager and commodity tracking officer, make regular inventories (monthly, quarterly, and annually) and then share the stock status report regularly.
Verify/approve delivery authorizations received from the PR and direct to the SC team to ensure that packages are prepared within a reasonable time frame.
Verify that the delivery of the medicines and other health products to the SDPs complies with the delivery authorization issued by the PR and report any discrepancies.
Check and approve the delivery notes or any other official documentation used by WFP after each delivery cycle.
Coordinate the systematic and chronological archiving of all the documents justifying the movements (entry and exit) of the medicines and other health products.
In coordination with the commodity tracking officer, provide to Project Manager a monthly and quarterly report of all activities (RITA report) with an analysis of the stock situation.
Take the lead in building staff capacity in the management of pharmaceutical products at the central/regional/provincial level warehouses where WFP has operations; initiate training sessions for skills transfer to the national counterparts in collaboration with the PR and local authorities.
Engage with partners (PSMs/PR/pharmacists), other health partners and actors as well as government’s counterparts at the provincial level to improve coordination and efficiency of the last mile distribution.
Any other activities/assignments as required by the Project Manager.
STANDARD MINIMUM QUALIFICATIONS
Education:
Degree in Pharmacy/Pharmacy technician, with good knowledge in Procurement, Supply Chain Management, Warehousing and Distribution Management.
Experience:
Typically five years or more of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian development. Experience of managing small teams of staff with related areas of expertise.
Knowledge & Skills:
Pharmacist/Pharmacy technician
Diploma in tropical medicine/public health could be an added value
Experience in a similar position in a humanitarian context
Experience in working with partners
Reactivity, adaptation, flexibility
Ability to take initiative
